The photograph shows children playing on a makeshift basket-ball court in a squatter area on the hillside at Tui Keng Leng, or Rennie's Mill, the site of the long-gone flour mill, on the west shore of Junk Bay. Huge influx of the refugees to Hong Kong from China, following the civil war there (1946-49), put an enoromous strain on Hong Kong housing. In any case, many were too poor to afford one. The result was the appearance of squatter areas of flimsy makeshift huts scattered on hillsides of the territory. These squatters areas were perpetual fire hazards and some had suffered disastrous fires.
