Here is an edit of GTA IV's default timecyc.dat, I simply edited it because there are so many values in the file that I simply have no clue what they are for. I think I should mention I edited it with Myster92's EditIV.
I basically tried going for a more realistic look, but also more eye-pleasing than the original. Some things I changed were:
Lighting - more realistic lighting, shadows that match the color of the sky to emulate a global illumination effect; nights are a bit more orange.
The sky - The sky is bluer, more like a cold day; sky is darker during sunrise and sunset.
Color filters - I got rid of all the color corrections because there is no real point in them if the lighting can be changed.
Saturation - everything is more colorful, cloudy/rainy days aren't extremely washed out.
Clouds - not as red and yellow during midday.
Farclip - bigger, but nothing too insane.
Reflections - more reflections for rainy weather.
