Blues chairman Bruce Buck confirmed this week that the club were in talks with Santos and Neymar, 18, is having talks with his family to decide the best course of action.
Chelsea have reportedly offered £24 million for the Brazilian international, although the Daily Mirror report Santos are looking to hold out for the £29.6 million release-fee clause in his contract.
Neymar's agent Wagner Ribiero said: "Neymar is meeting with his family, and they will decide what they want. Then we will have a conversation with Santos. Everything will be decided this week."
Meanwhile, Buck has denied claims by Santos that the Chelsea tapped-up the youngster before making an approach to the club.
"There was no tapping up from Chelsea and I want to be clear on that," Buck told talkSPORT. "We are looking at several young Brazilian players and he is one of the players we have been looking at. Whether he becomes a Chelsea player at some point, who knows?
Chelsea target Neymar will decide this week if he will quit Brazilian club Santos and join the Premier League champions.
"We are still looking at some things, whether they happen or not I don't know. Carlo is happy and confident with the squad we have. If there is another player or two - great, if not we're fine with what we have."
A source has told Soccernet that Neymar's value is expected to rise substantially in the coming years and that the player is angling for a move to Stamford Bridge.
An insider said: "There is a big fight still on to convince Santos to part with the player. There are investors who are convinced that Neymar will be worth £80 million in two or three years time, maybe even £90 million, which would be more than [Cristiano] Ronaldo."
The Chelsea delegation heading off to Santos this week hope to return with the player, but a source added: "There is strong pressure on the boy to stay. The next few days we shall know one way or the other whether a deal with Chelsea can be achieved."
